$1000 FINE FOR LOUD EXHAUST! _NEW LAW

Love my car passes I'm driving in strata mode for the first time in this cars life oh there's a police officer over there clearly issuing an exhaust mod ticket I have no idea all of that used to be black hillsides and the greenery is growing back that field did not exist a couple of months ago that's amazing to see the progress the nature habit I'm actually really curious what it's going to be like at car shows now in the past if you left a car show with exhibition of speed or drifting so on and so forth you can get a ticket obviously but now I'm wondering if cops are gonna be posted at car shows waiting for cars with loud exhaust to drive by I'm freakin hoping not be 300 in the same color as my e63 it looks clean just got back to the house thankfully the water heater is installed and unfortunately that costs $1,000 so that was like a California exhaust ticket fun

I realized I never did that QA that I posted on Instagram a while back if you're not following me on Instagram it's at vehicle version I posted asking you guys to really ask me anything so I'm going to answer a few of those questions right now one of the most popular questions I am getting is where is the rolls-royce and where are the ice cream truck I'm going to make a garage update video soon where I go over all of that including the svj and the 600 LT not going to touch on that on this one but I'm gonna explain all of that I just moved to Southern California what are some of the best roads to drive in the LA San Diego areas

I can't speak for San Diego maybe Doug de Muro can but in Los Angeles the Malibu canyons in Malibu Creek State Park area Santa Monica Mountains that has a ton of amazing roads out there as well as Angeles Crest Highway two places I would very much recommend do you plan on modifying the e63 with anything other than just a tune for now the only thing I'd really do is wheels although I really like the way the wheels look on the current East 63 setup I would say the other thing I'd do is an exhaust but right now I'm a little bit freaked out about modified kick shots honestly though it sounds good enough the way it is what made you want to start doing YouTube that's a fantastic question honestly it stems from multiple passions all combining into one

I loved creating videos I filmed myself and my friends snowboarding since we were like 11 years old so I love that video aspect I liked these video editing aspects as well made a bunch of school projects and anytime there was the availability to make a movie for the project I hopped on that with my friends I actually had a small Internet TV show with my friends in high school that was a bunch of fun as well then combining the love for content creation with teaching people about cars my love for cars it just seemed like the right thing to do hopping on to YouTube a place where you can be discovered I guess and there's already people there so I was thinking you know what I might pop up in recommended videos and maybe something will happen because of it and so now I'm running a channel it's pretty fun

how have you gotten away with the no American plate for so long on the e63 honestly total luck just like having a super-loud aftermarket exhaust having a German plate on the back it is luxe that I haven't gotten hassled I got hassled one time on the freeway the guy thought that my car was registered in Germany and he wanted to impound it which was crazy but I convinced him that yes there is a thing called European delivery he didn't even believe me that European delivery existed and that the car was registered in California I just didn't have the plates on at the time they were actually at my house so I got off

I haven't gotten too many hassles because of it I just think it looks really cool but eventually I'm probably gonna have to change it love the videos when are you going back to Dubai Dubai was one of my favorite trips I have gone on ever the culture there is crazy the car scene is insane and ninth degree car club made like the most fun rally of all time getting to go skydiving ziplining all of the adventures all at the same time oh my god I had an absolute blast so I definitely need to get to Dubai ASAP

a lot of people asking for house updates I am going to give a giant house update as well so don't worry that is coming I do read your comments I know what's coming well guys I hope you enjoyed this video crazy about the new exhaust laws but there's all the information you need to know about it I hope you guys enjoyed this video like always please browse the channel and subscribe I look forward to seeing you next video

"WEBVTTKind: captionsLanguage: engood morning ladies and gentlemen I hope you are having a fantastic day if you're new to the channel my name is Parker NIR in steen and this is vehicle vergence it is a nice lovely day in Southern California a little bit brisk it's funny that I'm saying brisk it used to be that I'd walk outside in Michigan I lived in Michigan for five years and in January it would be negative ten degrees or at the best 1020 degrees now I'm wearing a sweatshirt when it's 45 degrees out in California but something uh something not ideal happened to my house today let's go check it out so this morning I tried to take a shower and I realized that there was no hot water whatsoever it was absolutely freezing then I decided to take a shower downstairs because that water heater was working I left for lunch and didn't think anything of it thankfully Alex was here checking things out and he noticed that there was water everywhere inside of this rear bedroom closet yeah my house has slightly flooded through that wall we've been using dryers we're using a shop vacuum earlier but this was covered in water I am certainly learning quite a bit with this new house purchase all at once all the things that break how you fix it all these maintenance items it's like a crash course Hoan ownership is not easy ladies and gentlemen well it turns out my water heater it exploded apparently they only live like seven to ten years homey lift that's the lifespan of the water heater unit it exploded water went everywhere it went through the walls and into one of the bedrooms so that has been my project this morning super fun even soaked all the way out here my god oh by the way guys if you haven't yet copped a vehicle versions had they're available in black and white so click the link in the description below get yourself a vehicle versions have seriously guys it helps support the channel it helps keep it alive and it's awesome to see you guys rocking the merch I don't know why I just walked into the garage but figured I'd visit the kids although it's actually it's the afternoon so not good morning but I love these two alright you guys are probably thinking when are you gonna talk about the subject of the video and that is California's new exhaust laws this has been the subject of conversation for me and all my friends since January first it also has just littered the internet with a whole bunch of speculative information a bunch of misinformation and a bunch of car enthusiasts fighting together to see if there's anything we can do to change this law so I want to talk about exactly what the law state what it doesn't state the misconceptions the truths of the law what we can do what you do if you get the ticket and how this is going to affect us in the future having an aftermarket exhaust system is a staple in the car world it's like the first modification that you can should and have to do as a car enthusiast there are well I pretty much modified the exhaust on every single car I've ever owned with the exception of this e 63 because honestly that did an amazing job from the factory but there's something personal about it you're adding your own personal touch you're changing the tone and the exhaust of the car place such a large role in the feeling of driving a sports car even if it's not a sports car modifying it to the your liking is I don't know a way to bond with your car in a way to experience it in a more fun way my Lamborghini got so much more exciting to drive after I did the custom avant-garde exotics exhaust it's just it just did but the new laws may cause us some serious trouble so what do they actually state the new law is called Assembly Bill 1824 it came into effect January 1st of 2019 and has caused quite the stir up in the automotive community the one thing to note though is that it doesn't change as much about exhaust laws as you may be thinking California has had a really strict laws about exhaust for a very long time now the difference is in the way they enforced it and currently it seems with this new law police officers are trying their best to make sure to give every single person in violation of the new law a ticket which wasn't the case in the past since 2003 there has been a law in place that said that any vehicle weighing less than six thousand pounds so basically any car on the road other than a health Patna hellcat still weighs less than six thousand pounds and not including motorcycles does the first thing I was thinking with this loud exhaust laws was him Harley Davidsons are pretty loud so I am curious about the motorcycle laws for the future they cannot exceed a decibel rating of over 95 decibels as conducted by the tests according to SAE procedure j1 1 6 9 so there is a specific test that can check how loud your car's exhaust is and if it's over 95 decibels using that test then your car has any legal exhaust but this hasn't been changed since 2003 a B 1824 had nothing to do with that this actually was in effect for a long time and you could have gotten a ticket previous to January 1st one thing to notice just having an aftermarket exhaust in itself does not inherently make it illegal so don't freak out right away if the exhaust is carb approved and it's under that 95 decibels then you can legally have it in California in the past it used to be a fix-it ticket for a modified exhaust so you'd have to go fix your car to the stock exhaust then bring it to the station prove its stock and then you would get a ticket that's like 25 dollars not a big deal you'd have 30 days to do so and you're legally allowed to drive your car on the road to get the exhaust fixed the biggest difference now with a be 18 24 is the fact that it's no longer a fix-it ticket so if you get pulled over by a cop he assesses that your exhaust is too loud you are getting a mandatory fine in you have to take your car into a state referee Center whereby they are going to conduct two different tests one is that SAE test which is very ambiguous and it's hard to find information about exactly how the test is conducted but to make sure that your exhaust is less than 95 decibels and make sure that it is emissions compliant obviously if you remove the catalytic converters you're removing the mufflers in a custom exhaust setup it's not going to meet emissions people have been absolutely freaking out about the price of the mandatory fine saying it is a thousand dollar fine now in some situations it could be a thousand dollars but it's actually not true that every single ticket is going to be a thousand dollars if you get pulled over for a modified exhaust this was kind of perpetuated by a viral video of a cop issuing the ticket for the exhaust saying it's a thousand dollars every time well according to the SEMA Action Network it's actually a base fine of a hundred and ninety-three dollars after fees for first-time offenders so that's not quite as bad as a thousand dollars the biggest issue in my eyes is this excerpt right here that I'm going to read / California Highway Patrol bulletin number ninety eight to a hundred excessive noise is primarily a nuisance issue rather than a safety concern clearly and determination of excess noise is subjective for this reason enforcement personnel are required to exercise sound professional judgment in making a determination of the violation so that means they don't actually have to have any sort of test equipment to figure out whether your exhaust is too loud or not that would be like every single ticket for speeding being issued by the officers eyeballs and not a radar detector that's my biggest issue with this law I feel like if they're passing it and they're giving mandatory tickets they should have a way to test in the field if your exhaust is too loud and provide the cops with the required tools to actually do that now why well because apparently people are now getting tickets on stock cars by the other day got a state referee I'm not making this up on a brand new m3 with a stock exhaust obviously not in violation of the law whatsoever it was produced by the manufacturer it met all regulations he was given a state rep the problem with this is yes he's going to win in court yes he can prove that the car is stock but if you are issued that citation you have to set up an appointment with the state referee you have to get the car certified that it can be on the road and you're not allowed to drive it until then that means likely you're going to have to take a day off work to deal with this and you're not allowed to drive the car on the road until the exhaust is fixed so if you only have one vehicle which most people do how are you gonna go anywhere the biggest issue is sound is so subjective and without reference to other sounds how are you possibly supposed to know if the car is quote unquote too loud think of stock cars from the factory like the Corvette zr1 like the Jaguar f-type are that part ear-piercing ly loud yet they are legally sold basically it's created a giant war zone in California against cars that looked like they might be modified so what is a perfect example of cars that might have an exhaust that might be too loud a Golf R for instance that looks like something that maybe a younger person might modify a BMW m2 my friends in BMWs are getting pulled over left and right so here are my thoughts on the matter with the new law cops are getting antsy to enforce it really it hasn't changed much at all it was always illegal to have an exhaust with a decibel rating of over 95 decibels it was always illegal to not have cats or not have mufflers but cops are just enforcing it more so the biggest way to combat this is just to drive sensibly and if you carry a radar detector it might be a good way to track cops and while you're driving by the cops go as slowly as possible if you have a valve system and you're driving around town in the city turn the valves on if you live in California because it is absolute carnage out there I've got one friend that's been four times in the last ten days for a loud exhaust he's been let off all four times because his car was completely stopped but don't make rapid accelerations away from red lights which is like the worst thing I've ever said because oh it's one of my favourite things you freaking love launch control I love all these things I'm not sure how this is going to affect enthusiast driving because well if your car is loud you might randomly just get a ticket now there is a petition going on right now I'm not sure if this is actually going to help or if it has any legal benefits but I've got a link in the description below for a petition which you can assign that apparently is supposed to help mitigate the new exhaust law so in summary exhaust laws were always super strict in California nothing's really changed pertaining to the laws themselves other than the fact that you no longer get a fix-it ticket it is a mandatory fine the fine is not automatically $1,000 it's a base price of a hundred and ninety-three dollars but it can go up to a thousand really we just need to drive safely not like a jerk and if you're anywhere near law enforcement just strive as slowly and as quietly input your valves completely closed as much as you can but speaking of that now I've got to go drive my Lamborghini which ya don't think you got think it's way too loud let's start it up hmm I've got to move the e63 all right I wonder would be odds this cold startup is less than 95 decibels are probably zero I am Loki a little bit more sketched out now of how driving my car around town the good news is it does still have mufflers and it does have the catalytic converters but some people don't know about the Huracan is is the cats are located in a position that requires an engine removal to actually remove the caps so most people don't do new headers and they don't do cat deletes you can blow them out in a different way and I believe the supercharger after a very long time might actually start to deteriorate the cat material but I should be good there however the decibel rating of I love my car passes I'm driving in strata mode for the first time in this cars life oh there's a police officer over there clearly issuing an exhaust mod ticket I have no idea all of that used to be black hillsides and the greenery is growing back that field did not exist a couple of months ago that's amazing to see the progress the nature habit I'm actually really curious what it's going to be like at car shows now in the past if you left a car show with exhibition of speed or drifting so on and so forth you can get a ticket obviously but now I'm wondering if cops are gonna be posted at car shows waiting for cars with loud exhaust to drive by I'm freakin hoping not be 300 in the same color as my e63 it looks clean just got back to the house thankfully the water heater is gotten away with the no American plate for so long on the e63 honestly total luck just like having a super-loud aftermarket exhaust having a German plate on the back it is luxe that I haven't gotten hassled I got hassled one time on the freeway the guy thought that my car was registered in Germany and he wanted to impound it which was crazy but I convinced him that yes there is a thing called European delivery he didn't even believe me that European delivery existed and that the car was registered in California I just didn't have the plates on at the time they were actually at my house so I got off I haven't gotten too many hassles because of it I just think it looks really cool but eventually I'm probably gonna have to change it love the videos when are you going back to Dubai Dubai was one of my favorite trips I have gone on ever the culture there is crazy the car scene is insane and ninth degree car club made like the most fun rally of all time getting to go skydiving ziplining all of the adventures all at the same time oh my god I had an absolute blast so I definitely need to get to Dubai ASAP a lot of people asking for house updates I am going to give a giant house update as well so don't worry that is coming I do read your comments I know what's coming well guys I hope you enjoyed this video crazy about the new exhaust laws but there's all the information you need to
